Summary:
This is a proposal to update the GnosisDAO’s governance structure in a way that keeps the benefits of off-chain voting while allowing for trustless and permissionless on-chain execution, using the recently released DAO module and SafeSnap plugin.
Update 1: Questions raised regarding arbitrator set up as it may give undue power to largest GNO holder/largest coallition
Update 2: Following unopposed support on forum poll, the proposal is ready to move on to Phase 3

This is a proposal to implement a private ordering agreement (a so-called “Participation Agreement”) among all DAO Participants to provide an operating framework for the GnosisDAO and to govern the rights and obligations of each party.
