Added High Performance Blockchain

Hello!

I'd like to request to add High Performance Blockchain. It is a unique blockchain in the sense that all nodes are using specific hardware which speeds up the transactions times a lot, while keeping it secure through hardware encryption.

Mainnet has been live since September 2018, and it got multiple partners such as Union Pay Smart and China Electronics.
