Proposal 44 continues the process of migrating WBTC to a modern upgradable cToken contract by setting the reserve factor of the legacy WBTC market to 100%, effectively removing the supply interest rate. This propsal also completes the deprecation of REP, by lowering its collateral factor to 0%.
